FEDRAT: Use of ",n" not clear

Problem Description
FEDRAT, when using the new standard, (DMIS 3.0), "DEFAULT" variation is not clear with respect to the use of var_3. Would anyone ever specify DEFALT and also want to include the value for ",n"?

Suggested Resolution
Add to the Note on the bottom of the page (173) for FEDRAT indicating that DEFALT, like HIGH and LOW does not require a var_3 value.

The following statement is only a resolution to a Standard Improvement Request (SIR) and is NOT part of the current DMIS standard, nor is it guaranteed to become part of the next revision of the DMIS standard even if voted and accepted by the DMIS National Standards Committee. This resolution is tentative because it may not be incorporated into the next version of the standard, it could be changed prior to the next release, or it could be changed as the result of the "public review and comment" period required for the next version of the standard. If you choose to use this tentative resolution, you do so at your own risk since at this time it is not part of the DMIS standard.

Resolution: The four SIRs (96-1, 97-3, 97-4, 97-17) are all concerned with the FEDRAT and ACLRAT major words and were grouped together with the following resolutions:

Changes to ACLRAT (p.168)

Input format: ACLRAT/var_1
Output format: None. Where:

var_1 can be: MESACL, var_2
or: POSACL, var_2
or: ROTACL, var_3
var_2 can be: MPMM, n
or: IPMM, n
or: var_4
var_3 can be: RPMM,n
or: var_4
var_4 can be: PCENT, n
or: HIGH
or: LOW
Also, the first sentence of the note, "When var_2 is HIGH or LOW, var_3 does not exist." is to be removed.
