TOL/DIAM: Min/max value

Problem Description
A method of specifying the maximum or minimum value be tested by some tolerances such as TOL/DIAM and TOL/RAD is needed. Cannot specify a maximum or minimum on certain tolderance types.

Suggested Resolution
Allow the use of the minor words MAX and MIN in TOL/DIAM and TOL/RAD STATEMENTS. These could be options with AVG.

Modified TOL/DIAM, TOL/RAD, TOL/WIDTH to provide ability to tolerance and output tolerances of size using all points on a feature instead of just the substitute feature.

I would suggest that we add the options MAX and MIN to var_2.

MAX - signifies maximum diameter for the feature. MIN - signifies minimum diameter for the feature.
