Are all variables declared?

Problem Description
Section 2.25 states that "All DMIS variables are declared." But further wording, "All variables not explicitly declared in the main program are global...", seems to imply that variables need not be explicity declared using DECL/. Is this true? Or does it mean "All variables in the main program which do not have an explicitly declared scope are global..."?

Similar wording is used for routines.

The following statement is only a resolution to a Standard Improvement Request (SIR) and is NOT part of the current DMIS standard, nor is it guaranteed to become part of the next revision of the DMIS standard even if voted and accepted by the DMIS National Standards Committee. This resolution is tentative because it may not be incorporated into the next version of the standard, it could be changed prior to the next release, or it could be changed as the result of the "public review and comment" period required for the next version of the standard. If you choose to use this tentative resolution, you do so at your own risk since at this time it is not part of the DMIS standard.

Accepted per 9/97.
Resolution: Delete text in DECL note and add text to DMIS 3.0 -- Section 2.2.5:
1) Delete text: "All variables should be declared by an operational area basis (e.g., COMMON, GLOBAL, LOCAL)" from DECL note.
2) Add text to section 2.2.5: "All variables without an explicitly declared scope in the main program are global to the entire program. Variables without an explicitly declared scope in a routine are local to that routine."
