EVAL/FA(label): As it applies to tolerance
Problem Description
EVAL/FA(label) states that ~var2~ can be ~does not exist~. This would allow
creating an EVAL/ statement without applying a tolerance, yet the spec
states the purpose is to: ~Executes the evaluation of a feature(s) to a
tolerance(s).~ Is it valid to EVAL a feature actual without a tolerance,
and if so, what is the meaning of doing so?

accepted by the DMIS National Standards Committee. This resolution is
tentative because it may not be incorporated into the next version of
the standard, it could be changed prior to the next release, or it
could be changed as the result of the "public review and comment"
period required for the next version of the standard. If you choose
to use this tentative resolution, you do so at your own risk since at
this time it is not part of the DMIS standard.

Resolution: Modifications to EVAL:
1) Changed EVAL function description: "Function: Evaluates a feature and optionally executes the evaluation of a feature(s) to a tolerance(s)."
2) Add to beginning of EVAL's note: "Note: When a tolerance is specified, the execution of the EVAL statement results in ..."
3) Modify first two sentences in DMIS 3.0 - Section 3.10.5: "When executed, the OUTPUT and/or EVAL statement causes the evaluation of the feature actual, FA(label), and the tolerance actual, TA(label). Additionally, OUTPUT causes data to be output."
4) Added to end of DMIS 3.0 - Section 3.10.5: "Evaluation means the results are available for further use."
