ELEMNT: Use of char?

Problem Description
Is ~char~ in ELEMNT() delimited by anything other than the surrounding commas, or does it need to be distinguished from a single character identifier (variable name) or punctuation? Is there an example of its use?

Added text to definition of the ELEMNT intrinsic function.

To clarify the definition of ELEMNT on page 306 insert the following sentence after the first existing sentence:

"char is either a text literal string containing a single character and delimited by apostrophes, or the label of a string variable of type CHAR containing a single character."

I could not find in any meeting minutes where this SIR had been referred.

Because a variable could be used in the second position, a value must be delimited. The definition for ELEMENT seems to indicate that this should be a single character delimiter, but it does not specify that it has to be. I think that the value in this position should be a string of one or more characters. It could then be either a character variable or a text string which is delimited by apostrophes.

I don't know of any examples in the standard. There are very few for theintrinsic functions as it is. I think that we need to include examples for each function.
