CRGDEF: Use of LITDEF,FILDEF,WINDEF?

Problem Description
LITDEF/ is mentioned as carriage-specific, but FILDEF/ and WINDEF/ are not (sect 7.3 multiple carriage). Are they?

I did not find in the meeting minutes where this SIR had been referred.

It seems to me that SNSET is the statement that activates each of the above, and it is already carriage specific. I don't believe that LITDEF should be carriage specific.
