PROCID: Note clarification.

Problem Description
What is meant by the Note: for PROCID/ - "The inspection procedure identifier can also be used in the label of the feature being defined"? Does this invalidate the requirements of sec 2.2.3 that identifier names must be unique: "Label names can be issued only once and cannot be redefined in a particular program."?
