Sect.2.2.5: Contradiction in text

Problem Description
Page 5, section 2.2.5

The section starts with the statement "All DMIS variables are declared..."

Later in the section it says "All variables not explicitly declared in the main program are global to the entire program. Variables not explicitly declared in a routine are local to that routine."

The second two statements contradict the first.

It looks as though the word "not" should be deleted in the two places it appears in the second quote above.

Suggested Resolution
Rewrite the paragraph. If deleting "not" in the two places suggested makes the paragraph say what it is intended to say, do that. Otherwise, fix it some other way.
