DATSET: Spec. incomplete CS

Problem Description
Note: This is the fourth of four SIRs relating to DATSET on pages 17 to 19 (section 3.5). Last week I sent in four SIRs concerning DATSET on pages 113 and 114.

This section allows using DATSET to define an incompletely specified coordinate system. This does not seem to be a good idea, because it is not possible to tell where things are located in an incompletely specified coordinate system. For example, the DMIS code at the bottom of the first column on page 18 establishes a coordinate system with only a known Z-axis direction and Z-origin. How is one to determine where a feature is in the X-direction when the X-direction is unspecified? There is no way to determine where to measure the circle defined at the top of the second column on page 18.

Suggested Resolution
My preferred resolution is to rethink and rewrite DATSET.

To fix only this specific problem, rewrite the DMIS code shown in section 3.5.6 so that no definitions occur and no measurements are taken when an incompletely specified coordinate system is in effect.
